reciprocal links (where you and another website point to each other), there are several legitimate methods to create your own one-way backlinks, which is more valuable in terms of search engine rankings.
1. Write good articles with backlinks in the article and related signature if possible. Distribute the articles through

Forum, press release, social networks, wiki etc. Try to use
revenue-sharing sites to earn extra income for your articles.

web directory, business directory, or social bookmarking websites. This requires good writing of the title and short description.

5. Other methods include: sponsor listings or partner listings; build helpful tools, widgets or plugins; offer / get badges, awards or testimonials; buy another domain & 301 redirect it. In addition, you can study competitors' backlinks and try to obtain backlinks from similar pages.
There are also some ways to increase traffic to your website but not the PageRank. For example, Yahoo is using nofollow attribute in Groups and Answers but you can get plenty of traffic daily from Yahoo!
